Re: Operating Licensee DPR-50 Docket 50-289 This telecopy is to confirm the conversation between Mr. D. R. Haverkamp, Region 1 NRC and Mr. R. J. Toole, Operations and Maintenance Director, TMI 1, at 1430 hours0.0166 days <br />0.397 hours <br />0.00236 weeks <br />5.44115e-4 months <br /> on May 11, 1982. The event described belov was declared reportable at 1400 hours0.0162 days <br />0.389 hours <br />0.00231 weeks <br />5.327e-4 months <br /> this date.

At 0230 on May 9, 1982, oxygen concentration exceeded the Technical Specification 3.22.2.5 limit of 2% after the "C" Reacter Coolant Bleed Tank was returned to ser-vice after being open for maintenance. A nitrogen purge was initiated on the RCBT to reduce the oxygen concentrat.on. i Oxygen was reduced to less than 2% by 1530 on May 10, 1982. Hydrogen concent ration during this period was negligible.

Technical Specification 3.22.2.5 was therefore considered to be violated since the oxygen concentration could not be reduced below 2% vithin one hour. This event is considered reportable within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> in accordance with Technical Specification 6.9.2.A.(2).

A similar event occurred on April 8,1982, but was considered not reportable at that time since the event was a direct consequence of =airtenance, not degradation, and since Technical Specification 3.22.2.5 was understood at that time to require that the limits for both 0, and H be2 exceeded in order to consider the LCO to be violated.

This report is intended to cover that event also.

Long tern corrective action for these events requires revision of the Technical Specifications to specify limits that can be net.

The details of this occurrence and the corrective actions to prevent its recurrence vill be provided within 14 days.
