This telecopy is to confirm the conversation between Mr. F. Young, NRC Resident Inspector and Mr. M. A. Nelson, PRG Chairman at 1800 hours0.0208 days <br />0.5 hours <br />0.00298 weeks <br />6.849e-4 months <br /> on November 7, 1983 On November 6, 1983 motor driven emergency feedwater pump EF-P-2A was found to have been inogerable for a period greater than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> with the RCS at greater than 250 F.
This violates the requirements of Technical Specification 3.4.2 where the turbine driven emergency feedwater pump and both motor driven pumps are required to be operable. This event is considered reportable under Section 6.9.2.a.2 of the Unit 1 Technical Specifications.
Failure of the pump to start was discovered during a normally scheduled sur-veillance. The failure is tho 2ght to be caused by a bent fuseholder in the 10 pp auto-start circuitry.
Although reportable, there was no threat to the health and safety of the public because of the e::tremely low levels of core decay heat and the backup sources of heat removal (EF-P-1 and EF-P-2B).
Additionally, there were no unscheduled events requiring operability of any emergency feedwater pumps during the period of possible inoperability.
Investigation of the cause for this incident and the corrective actions to prevent recurrence will be described in the 14 day followup report.
