RM-L-12 has not been installed and made operable prior to issue of T.S.

Amendment 88. RM-L-12 is the radiation monitor to be located on the Indus-trial Waste Filter System (IWFS) common discharge prior to dilution by mechanical draft cooling tower flow. This event is considered reportable under section 6.9.2.a.2 of the Unit 1 Technical Specifications since IWTS/

IWFS releases occurred without satisfying the LCO for RM-L-12. issued by NRC on October 14, 1983 as immediately effective. The amendment was not received by TMI-l until October 21, 1982 and therefore, could not be implemented immediately.

Although reportable, there was no threat to the health and safety of the public since adequate sampling and monitoring was available in acccrdance with Technical Specifications (prior to Amendment 88) .

Corrective action for this event will be covered in the 14 day followup report.
