r Commonwealth Edison Company is the holder of National Pollutant Discharge ;
Elimination System (NPDES) Permit No. IL0048151 for LaSalle County Station. Section 3.2 'i of Appendix'B (Environmental Protection Plan) of Facility Operating Licenses NPF-il and r NPF-18 requires that a copy of a request for modification of the NPDES permit be provided ,
to the NRC. Enclosed is LaSalle County Station's March 1,1995 request for modification of '
NPDES Permit 11,0048151. The letter requests that LaSalle's NPDES permit be modified to include the use o' sodium hypochlorite and sodium bromide in the Station's main condensers j to coorol biofouling. -

Dear Mr. McSwiggin:
Commonwealth Edison submits this letter to request that LaSalle County Generating Station's NPDES Permit be modified for the use of sodium hypochlorite and sodium bromide in the Station's main condensers to control biofouling. The Station has been. experiencing-chronic tube leaks in.its main condensers and has determined the cause of the leaks'to be Microbiological 1y Influenced Corrosion 1(MIC) in.the Circulating Water System. To alleviate the situation, the station must eliminate the microbiological growth in the main condensers and prevent it from reoccurring.
The Station has decided to pursue the use of sodium
'hypochlorite and sodium bromide (MSDS's enclosed) to control the microbiological growth in the main condensers. The biocides will be added on the discharge side of the Circulating Water Pumps. Dosage rates will be as follows: 2 ppm of sodium-chlorite and 1 ppm of sodium bromide at the inlet of the main condensers. Station personnel will limit chlorination of the main condensers to 120 minutes per unit per day and will not chlorinate simultaneously.
The travel time of the water once chlorinated, to the cooling pond blowdown line is approximately three days.
