Waterford SES Unit No. 3 Docket No. 50-382 Potentially Reportable Deficiency No. 147

" Safety Injection Valve Actuators, Potential Failure of" Final Report On February 2,1984, a problem with the Safety Injection Valvc Actuators was reported as Potentially Reportable Deficiency No. 147. Further evaluation of the previously described conditica indicates this condition is not considered reportable pursuant to the requirement of 10CFR 50.55(e).

EVALUATION The valves in question (SI405A and 405B), although presently installed, were not yet fully qualified for use during station operation. Testing required and to be performed under Borg-Warner Procedure 1957, Rev. A to fulfill requirements for Environmental Qualification had not been initiated. This fact was documeated formally in the Safety Evaluation Report (NUREG 0787, Supp. 5).

Because the valve operators defici7ncy under pact accident containment conditions was found during preliminary environmental testing, which is a normal, required inspection, and siso that the repair can be readily accomplished, the incident is not reportable under 10CFR50.55(e).
