This is to inform you that, effective October 25, 2004, the Commission has blocked public access to all licensee- and Staff-generated documents related to, among other things, this proceeding, through the Agencywide Document Access and Management System (ADAMS). This action is being taken to enable the Staff to review all documents, including those related to this licensee, and remove sensitive unclassified information.

The Staff is moving to complete its review expeditiously so as to restore access to all other documents at the earliest possible time and minimize any disruption to this proceeding.

We will keep you and the participants informed as this effort progresses.
