Docket No. 50-271-OLA

Dear Administrative Judges:

This letter is to inform you of the status of the temporary suspension of public access to ADAMS which was initiated on October 25, 2004. The security review which necessitated this action is ongoing. Once this process is complete, public access to NRC documents will be restored, with the exception of those that the Staff has determined could be of assistance to terrorists. Notwithstanding the suspension of public access to ADAMS, many documents on the NRC Website have remained available and access to most rulemaking documents has been available at the Ruleforum website.

Priority is being given to restoring access to hearing-related materials. To that end, access to reactor-related dockets and to several materials-related dockets has been restored on the Electronic Hearing Docket (EHD) (which is separate from the ADAMS system). The EHD docket file for this proceeding has been restored for public access. A request for access to a specific document that may be necessary for this proceeding, which is not otherwise available through the EHD, the Public Document Room, or ADAMS should be made to staff counsel.

The criteria for screening the more complex set of materials dockets are being finalized and we will begin to screen materials records in the near future. While the exact time for restoration of ADAMS access is uncertain, it is hoped that CITRIX access to ADAMS may be restored for some categories of documents within the next week.

Judge Alex S. Karlin, Chair November 17, 2004 Judge Lester S. Rubenstein Judge Anthony J. Baratta As materials records are screened, we anticipate adding additional dockets and/or records to the Electronic Hearing Dockets. With respect to specific adjudications, the Staff will apprise the Board and the parties when additional documents are made publically available through ADAMS or the EHD.

Sincerely,

/RA/
