F SUPPLEMENTARY INFORMATION REPORT NO: 50-302/82-042/03L-0 FACILITY: Crystal River Unit #3 REPORT DATE: July 9,1982 OCCURRENCE DATE: June 9,1982 IDENTIFICATION OF OCCURRENCE:

Emergency Diesel Generator IB filed to meet surveillance criteria contrary to Technical Specification 3.8.1.1.

CONDITIONS PRIOR TO OCCURRENCE: N Mode 1 power operation (90%).

DESCRIPTION OF OCCURRENCE:

At 0740 Emergency Diesel Generator IB failed to start during maintenance.

Redundancy was provided by Emergency Diesel Generator I A and offsite power.

Emergency Diesel IB was restarted, and surveillance criteria was met.

DESIGNATION OF APPARENT CAUSE:

The cause of this event is attributed to manual timing techniques used to determine the start time.

ANALYSIS OF OCCURRENCE:

Redundancy was provided by two other power sources, and there was no effect upon the health or safety of the general public.

CORRECTIVE ACTION:

! Emergency Diesel Generator IB was restarted, and surveillance criteria was met.

Florida Power Corporation Engineering is consulting with Colt Industries and gal for resolution to this problem. Reference LER 82-32. No further corrective action is deemed necessary.

FAILURE DATA:

l This was the eighth occurrence for Emergency Generator IB, and this is the thirty-third report under this specification.
