SUPPLEMENTARY INFORMATION REPORT NO: 50-302/83-020/03L-0 FACILITY: Crystal River Unit #3 RE.< ORT DATE: May 9,1983 OCCURRENCE DATE: April 9,1983 IDENTIFICATION OF OCCURRENCE:

The surveillance interval for the fice detection instrumentation in the Emergency Diesel Generator rooms and Emergency Diesel Generator Control rooms exceeded the semiannual frequency required by Technical Specification 4.3.3.7.

CONDITIONS PRIOR TO OCCURRENCE:

MODE 6 (REFUELING)

DESCRIPTION OF OCCURRENCE:

On April 9,1983, during performance of the annual fire detection instrumentation surveillance (T.S. 4.7.11.2), it was determined that the semiannual surveillance of the fire detection instrumentation in the Emergency Diesel Generator rooms and Emergency Diesel Generator Control rooms was exceeded by approximately six months.

DESIGNATION OF APPARENT CAUSE:

This event was caused by a procedural inadequacy. The semiannual surveillance for fire detection instrumentation had been incorporated into the annual surveillance procedure without revising the frequency to reflect the semiannual requirement.

ANALYSIS OF OCCURRENCE:

Although the surveillance interval was exceeded, a functional test of the equipment indicated that the fire detection instrumentation was operable.

CORRECTIVE ACTION:

The fire detection instrumentation in these areas was satisfactorily tested.

The fire detection instrumentation surveillance procedure (SP-411) will be revised by July 30, 1983 to specify the semiannual frequency requirements.

FAILURE DATA:

This is the first event reported under Technical Specification 4.3.3.7.
