Dear Secretary Shoemaker:

It has come to my attention (NRC Licensing Board Interim Decision, May 14, 1982, page 176) that the NRC Licensing Board may have misunderstood my answer to a r;uestien in the licensing hearings regarding our rescue boat moored at Dana Point Harbor.

I would like to clarify the distance from shore which the NRC considers us responsible to alert and notify. We see as our responsibility the protection of state park visitors and are willing to alert others in the immediate area. It would be unrealistic for us to be given the responsibility of the 10 mile ocean EPZ, due to the vastness of the area, the number of boats that may be involved and the limited range of our patrol boat. Also, the notification response time we have is limited, and under NUREG-0654 it would be dif ficult for us to meet the fif teen minute notification time limit, unless our rescue vessel was patrolling nearby. Should we attempt to contact other boaters outside of our zone of responsibility, we would be ignoring our responsibilities to those visiting the state beaches.

The Iniervenors suggest that a preferable option for notification of offshore boats would be the "NOAA" radio system. The NOAA .

system was described as a system of installed radio receivers which can be triggered automatically in an emergency. (IF 84-86) It provides immediate notification to people in their homes, boats and other places where a receiver may be installed, by either prerecorded or live messages. In addition to notification, it also was said to provide immediate information about steps people should take, as contrasted to the Applicants' proposed two-step system of notification by siren, followed by information from radio or television stations.
