Dear Chairman Palladino:

The Atomic Safety and Licensing Appeals Board has denied the request of intervenors to stay the. low-power opera-tion of San Onofre Unit 2 until all substantive matters under appeal have been heard and definitively resolved.

At issue are several serious safety questions involving the adequacy of seismic critoria and emergency planning.

The intervenors have petitioned the Commission for relief.

I ask that you give t'ne most serious consideration to the request that no low-power operation be permitted until all matters under appeal have been resolved.

Furthermore, I ask that the Commission personally review the seismic safety ist,es under appeal before permitting any operation of this plant.
