Dear Commission Members,

The City of San Clemente recently received a communication from GUAT.D asking the City Council to communicate to your Commission its oppos. .on to the proposal to allow interi: licensing of nuclear reactors befort established licensing safety procedures are co=pleted, including the appeals process.

The matter was placed on the Council's agenda and et the Council meeting of May 6, 1951 a copy of a letter dated May 4, 1981, addressed to your honorr.ble body from GUAPT Co== unity Aerion Coordinators Leslie and Michael Davis, along with copies of the petitions containing 192C+ signatures, were presented,in_ support of their request. .

Following due consideration by the City Council, a motion was wopted by a majority vote that the City Council take a position in opposition to the present procedure on proposed interim licensing baeed upon the fact that the City has not co=pleted its safety hearings, particularly those which deal with the evacuation plans for the City of San Clemente, and that the Mayor be directed to communicate that position to the NRC.

subi.e. 110 - M ARD Petition Relating to Licensing of San Onofre Unit II U N'"zt j IN RE: Communication from Lee Steelman, GUARD President, requesting that the City ccmmunicate to the United States Nuclear Regulatory Commission its opposition to proposal to allow interim licensing of nuclear reactors before established licensing safety procedures are completed, including the appeals process; and accept the petition and allow additional signatures to the petition.

Ly.1 Hicks read from a prepared statement and conluded by urging. the Council to take a position in opposition to the NRC granting the Edison Co. an interim low-power operating license at San Onofre. Michael Davis also sub=itted copies of petitions to the NRC bearing approxi=ately 2,000 signatures opposing interi= licensing.

Councilman Korsen co=mented that he had already written a personal letter to the NRC taking the same position--urging the NRC not tc speed things up at San Onofre just because of the press of delays that ste==ed from TMI. _ . _,

Following further discussion, IT WAS MOVED BY COUNCILMAN MECHAM, SECONDED BY COUNCILWOMAN K0 ESTER that the City Council take a positicn in opposition to the present procedure on interie licensing based upon the fae: that we have not completed the safety hearings, particularly those which would deal with the evacuation plans for the City of San Clemente, and that the Mayor be directed to co=municate with the NRC that particular position.

During discussion and comments by Council members, Mayor Limberg questioned the propriety of the Council adopting a position on the matter, coc=enting that since this is in a sense a special interest group he felt the co=munity should have .the opportunity to represent its viewpointa in a public hearing.

The City Manager also suggested that from a position of public policy he would also recommend a public hearing be held on a matter of such importance.

Following discussion as to time constraints and expression of further '

ccaments by' members of the Council, the Mayor CALLED FOR THE QUESTION WHICH CARRIED. Councilman Lane and Mayor Limberg voted "NO".
