WHEREAS, the Placentia City Council is vitally concerned i6' that the economic, environmental and social well-being of the a

7 State of California be maintained; and 6j WHEREAS, an adequate supply of energy is critical to 9: meeting California's economic and social needs while preserving 10:

the environmental gains of the past decade; and s

11l WHEREAS, this natior.'s continued overdependence on j

12 foreign oil has caaed major adverse economic impacts; and 13!

WHEREAS, there is a pr,bability that insi. ability in reduced l

the Middle East will, at sorw near future time, result in/ supplies 15! of oil, thereby causing further social and economic hardships here i

at home; and 17 !

WHEREAS, there must be a strong commitment to conserva-f 18 i tion of the nation's limited resources and development and effi-lj cient 19 and secure new sources of energy here at home; and 2O[

WHEREAS, regulatory delays in the planning and licensing 21 of needed energy facilities are costly to the consumer, stifling 22 ! to economic growth, and result in an increasing imbalance of I

i 20! 'rade with regard to foreign oil.

24 NOW, THEREFORE, BE IT REO LVED THAT the Cit / Council 25 !
