Gentlemen:

In your January 14, 1992 letter acknowledging our response to Violation 369/91-22-03, you stated that we had committed to form an onsite group to evaluate procedure compliance by March 1,.1992 and that the actions proposed by this' group - to . further enhance.

performance would be implemented by June 1, 1993.

The Procedure Adherence Group was formed prior to March'1, 1992 as committed. On October 19, 1992, five proposed corrective-acticas were received from this group. Four of. the. five proposed'  ;

corrective actions dealt directly with the change tofa " rule based ,

' philosophy" of procedure use and adherence to correct the. concern >

of the violation. .These four proposed actions were-the' Action Plan. i for Management, the Action Plan for Training; the. development of a' ,

procedure adherence. training tape and tofrewrite the directive on  ;

procedure use and' adherence. These four actions were 'all completed by the June 1, 1993 committed date.

The' fif th proposed corrective action dealt with recommendations for improving . the- quality of procedures. and 'were programmatic in. -t nature. These recommendations were forwarded to the Procedure .

Steering Committee to be. evaluated. LThe evaluation was completed'  !

by the' June 1, 1993 committed.'date and the recommendations.will be!

implemented 'and continue to .be tracked' under the- Problem' 1 Investigation Process' program. l l
