Reference is made to your letter of 28 August 1967 initiating review of Docket No. 50-302, the Florida Power Corporation's, Crystal River Nuclear Generating Plant, Unit No. 3 including Amendments thereto through No. 34.

t In accordance with cur arran2ements, an engineer on ny staff has reviewed pertinent information in the report leading to the establishnent of the maximum and ninimua design water levels for the Crystal River Plant. This review covered the applicant's deternination of the surge associated with the occurrence of the Fro'oable ."axinua Hurricane at the site as well as wind-wave generation, wave runup and overtopping also associated there;;ith.

It is his opinion, with which I concur, that the maxi =un and mini .um still-water levcis proposed by the applicant as the result of the passage of the Probable Maximua Eurricane are El. 33.4 feet, MLW datua (E1.121.4 ft. ,

plant datum) and El. -9.0 feet, MLW datum- (El. 79.0 ft., plant datua) respectively.

I also concur with the applicant's analysis that a' ficod protection level

( of E1. 41.0 feet, MLW datua (El.129.0 ft.', plant datum) for essential l facilities is sufficient to withstand the maximun linit of tave runup I

coincident. with the hurricane induced water levels.
