Dear Mr. Boyd:
Reference is made to your letter of 28 August 1967 regarding Cockets No. 50-302 and 50-303, Florida Power Corporation's Crystal River Units 3 and 4 Nuclear Generating Plant. Mr. R. A. Jachowski of the CERC staff has reviewed This report from the viewpoint of the storm surge, and wave runup at the plant site. The report develops a storm surge water level of 21.4 feet above Mean Low Water. This surge level was based on the (Probable Maximum) Hurricane having a central pressure index (CPI) of 26.00 inches. This CPI value is extrapolated from available data and provides about a i in 10,000 chance of occurrence in any one year. This occurrence vaiue is well within the range of ultra conservative design and is consistent with th; definition of the PMH. The design water level of 21.4 feet is valid and is considered to be reasonable and proper for use as the basis of design for certain critical elements of nuclear power station. In addition to the problems involved with extreme high water levels are those associated with extreme low water levels, resultinc from offshore winds causing a depression or setdown of the water surface. The applicant should provide an analysis for the probable maximum setdown (low water level) and a discussion of its affect on plant operation. Date or wave runup, which are mentioned in the repcrt, are under study by the applicant. At such time as this data can be made available to CERC, an evaluation of the low water level and wave runup aspects will be made. Sincerely
