SUBJECT:
Crystal River Nuclear Plant This is a brief memorandum to summarize the major points discussed at the meeting-here at CEQ on Thursday, February 1, 1973 on the subject of the Crystal River Plant.
The representativesof the Department of the Interior outlined a number of potentially serious environmental problems that they felt could occur if the Crystal River Nuclear Unit #3 were permitted to operate as proposed by the ut:ility.
These problems centered principally around:

The effect of the long cooling water intake canal on movement of aquatic organism tlu:ough the Crystal River Bay.
The entrainment of small fish and other organisms through the plant's cooling system.
I The impact of the heated water discharges on the j
ecological balance of the bay.
t AEC agreed to request the Florida Power Company to submit

to the Commission within a 30 day period,.if possible, a
detailed and comprehensive study outline to investigate

the three major potential impact areas.
The company would 3
also be asked to prepare a detailed engineering design 2
feasibility study of alternative means of cooling the plant j complex to be prepared concurrently with the comprehensive study.

AEd agree $1 to consult with Interior on the material to be submitted by the utility and to schedule a meeting with the utility in order to make suggestions for improving and strengthening the utility's study outline.
A meeting date no later than April 30, 1973 was considered imperative.
/
All agreed that it was extremely important to get a fix on an estimate of impact on the estuary and to get the utility thinking.about cooling system alternatives at a date sufficiently early to permit modification to the plant during the on-going construction period.
