Dear Mr. Mueller:
ci The Environmental Protection Agency in accordance with Section 402 of Public Law 92-500 will soon be issuing a modified National Pollutant Discharge Elimination System (NPDES) permit to the Florida Power Corporation for their Crystal River facili-ty, including both the existing foss-il fuel units and the nuclear unit that is scheduled to go on line in the very near future.
Comprehensive biological studies have been conducted at this site by the Florida Power Corporation, and final reports have been prepared outlining the results of these studies.
In a previous action, the Environmental Protection Agency has made a determi-nation of " substantial damage" as defined by Florida Water Quality Standards for this facility based in part on the information pro-vided in the study.
The initial permit was issued to the Florida Power Corporation on December 31, 1974.. This action resulted in a request by the Company for an adjudicatory hearing.
Since then, a series of informal confer'ences have been held in'an effort to resolve the adjudicated issues in the permit as initially written.
As a result of these informal conferences, EPA has concurred in a modification to the plant discharge which would conceptually re-solve the substantial damage issue referred to above.
This modi-fication essentially involves diversion of the heated effluent to the deeper water of the Gulf through modification of the discharge canal.
The proposal also includes dredging and deepening of the intake canal to reduce entrainment and' allow for fully loaded barge traffic, since this facility is presently under orders from the Federal Energy Administration to convert from an oil fired to a coal fired op~eration.
Recognizing your previous involvement in this project, and in order that you may be fully apprised of the details on this proposed modification, a meeting has been schedu with the' Florida Depart.

You or your representatives are requested to be in attendance in order to provide comments at a later date relative to the modified NPDES permit.
