Dear Mr. Boyd:

Reference is made to your letter of 28 August 1967, and our letter of 16 October 1967, regarding Dockets No.'s 50-302 and 50-303, Florida Power Corporation's Crystal River Units 3 and h nuclear Generating Plant and the Preliminary Report by Gilbert Associates , Inc. , on the " Plant Protection Against Hurricane Wave Action, Crystal River Staticn".

Mr. R. A. Jachovski of the CERC staff has reviewed these reports from the viewpoint of the storm surge, design wave height and v ve period, vave runup and water level setdown (minimum tide level) as associated with the Probable Maximum Hurricane (PMH) and related to the plant site.

As mentioned in our letter of 16 October 1967, the design water level of 21.h feet above MLW based on PMH criteria appears valid and is considered to be reasonable and proper for use as the basis of design for certain critical ele =ents of the nuclear power station.

The data presented in the Preliminary Report of Gilbert Associates, Inc. ,

regarding the wave runup nodel studies and the water level setdown analysis provides a reasonable approach to the problem. The plant base elevation of 113.5 feet F.P.C. datum (30.5 feet above MLW) provides the necessary height in elevation to prevent significant wave overtopping.

It is therefore our opinien that the applicant (Florida Power Corporation) has used design water levels,vave characteristics and wave runup criteria compatible with FMH occurrence.
