Dear Mr. Moore:

Due to the previous interest, activities and inputs of your agency, relative to the referenced facility, I am requesting your participation and assistance at the upcoming Adjudicatory Hearing.

To foster this result, we are scheduling a meeting to discuss the available biological data.

This meeting is scheduled for 10:30 am on Monday, February 28, 1977, in Room 302 of our offices.

Please notify us of the names of your representative at your earliest convenience so that our seturity office can be notified to expect them.

i A prehearing conference relative to the December 31, 1974, NPDES permit has been scheduled for March 7, 1977.

Subsequent to this conference, the Adjudicatory Hearing dates will be scheduled.

Participation by your represent-ative (s) at the prehearing conference will not be required, but attendance may provide insight into detailed procedures and issues.

Many challenges were made to the NPDES permit as issued by EPA, but hopefully, most of these will be resolved by stipulation prior to the Prehearing Conference.

The only issues remaining will be Impingement and Entrainment and Thermal Impacts.

These damages are considered so significant that off-stream cooling will be required.

An alternate proposal including dredging of the intake to decrease intake velocity and extention of the discharge canal had 1943 l
