Evaluation of Offsite Emergency Preparedness for the Crystal River Nuclear Power Plant ,

Attached is a copy of the Exercise Evaluation Report of the Radiological Emergency Exercise conducted February 22-24, 1983, for the Crystal River

. Nuclear Power Plant. Participants in the exercise included the State of Florida, Citrus County, Levy County, and Hernando County.

Overall, the level of preparedness of the State and local governments was determined to be adequate to protect the health and safety of the public in the event of a radiological emergency.

i A schedule of corrective actions from the State of Florida addressing i

certain deficiencies is also attached, as well as a letter from FEMA Region IV acknowledging receipt of this schedule and noting that the schedule is adequate and addresses the noted deficiencies.

Also attached is a " list of deficiencies" concerning the March 30, 1982, exercise at Crystal River (dated April 9,1982) and a response to FE!!A from the State of Florida dated May 25, 1982.

Dear Mr. Guthrie :

This letter is to acknowledge receipt of the corrective actions for the Crystal River cxercise deficiencies. The schedule you have pro-vided is adequate and does address noted deficiencies.

From review of the discussion on page 2 regarding the public infor-mation program for transients, there seems to be a need for further clparification. The deficiencies noted in Citrus County by the evaluator identified a lack of emergency information in the 10 mile l

EPZ. The comments made by the media center evaluator were noted to identify ongoing ef forts for information to be in place in the fu-ture phone books. Although improvements for public information have been demonstrated,. signs were not. posted in Citrus County. The proposed activities by the Citrus County Road Department should sat-isfy this deficiency.

Once the corrective actions have taken place please provide this office a summary or overview of the activity or a copy of the mater-ials. Following review of the documentation if adequate, the de-ficiencies will be noted as satisfied.
