PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION (CASE #92-02-27-0224-38)

As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the attached report confirming the discharge to the ground of approximately two (2) gallons of No. 2 fuel oil from Salem Unit 3 Gas Turbine. The discharge, which occurred at the above facility on February 27, 1992, occurred entirely within PSE&G property and no injuries resulted.

As the discharge of No. 2 fuel oil is not regulated under 40 CFR 302.4, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC),

as required under 10 CFR 50.72, Significant Events.

PSE&G believes it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. PSE&G has been working with NJDEPE's Southern Bureau of Regional Enforcement -

Division of Hazardous Waste Management, on a project to delineate and remediate the Unit 3 area due to inadequate spill containment provisions and stormwater control. PSE&G is currently awaiting the Division's response to the Delineation Report submitted for the area on January 17, 1992. A remediation plan for the affected areas shall then be developed.

Unit 3 Gas Turbine Oil which leaks from the turbine components is collected in a drainage trough which runs through the building. Due to the design of the trough and the slope of the surrounding landscape, rainwater may also collect in this trough. As the rainwater accumulates, it displaces the oil. During the subject discharge, enough rainwater had collected in the trough to permit the oil to overflow the trough and runoff to the surrounding soil.

DISCHARGE CONFIRMATION REPORT - SUPPLEMENTAL INFORMATION RELATED TO REPORTED DISCHARGE OF NO. 2 FUEL OIL FROM UNIT 3 AT SALEM GENERATING STATION - CASE #92-2-27-0224-38 MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Upon discovery, Site Protection personnel applied an absorbent to the affected area to collect the discharged material. The absorbent and collected oil were then placed into a drum by Site Services personnel. The drum was disposed of as hazardous waste at a licensed disposal facility within 90 days of generation in accordance with NJAC 7:26-9.3. The estimated cost for cleanup and disposal of the contaminated material is $450.

CORRECTIVE MEASURES:

As discussed in the cover letter, PSE&G is actively working with the Southern Bureau of Regional Enforcement - Division of Hazardous Waste Management on a plan to remediate the Unit 3 area. The first piece of this plan, a Delineation study was submitted to the Division for review on January 17, 1992. Upon completion of their review, plans for remediation of the site and/or installation of spill containment will be developed in accordance with the Division's recommendations.
