Dear Ms. Kugler:

PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION CASE NO. 92-09-14-1455-51 As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the attached report confirming the discharge to the ground of approximately three (3) gallons of lubricating oil in the scaffold storage area at the Salem Generating Station. The discharge, _which was discovered on September 14, 1992, occurred entirely within PSE&G property and no injuries resulted.

As the discharge of lubricating oil is not regulated under 40 CFR 302 .. 4, no notification of the release was reported to any agency other than the New Jersey Department of Environmental .Protection

~and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC) ,

as required under 10 CFR 50.72, Significant Events.

PSE&G believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. As a result of this discharge, PSE&G has cleaned the affected area and taken measures to r~duce the potential for future occurrences.

An oil stain was discovered by Site Services personnel during a walkdown at the Salem Generating station. The stain was found in the vicinity of the scaffold storage area and measured approximately so square feet. The source of the stain is unknown but is believed to be caused by an unreported discharge from equipment operated by PSE&G or contractor personnel.

MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Upon discovery, Site Services personnel immediately began cleanup of the area affected by the discharge. Approximately 15 cubic feet of soil and gravel were removed from the affected area and placed into drums for disposal. The drums shall be disposed of as hazardous waste at a licensed disposal facility within 90 days of generation in accordance with NJAC 7:26-9.3. The estimated cost for cleanup and disposal of the contaminated material is

$2,200. .

DISCHARGE CONFIRMATION REPORT CASE NO. 92-09-14-1455-51 CORRECTIVE MEASURES:

Due to the failure of the responsible party to report this discharge, PSE&G has taken measures to strengthen the training provided to personnel on DPCC notification requirements.

Currently, all PSE&G and contractor personnel receive instruction on DPCC notification requirements as part of the General Employee Training (GET) required for all personnel granted unescorted access to the Protected Area.

In addition, the Nuclear Department's procedure on Environmental Control (NAP-37) is being revised to reflect the current discharge notification and reporting requirements and the specific procedures Nuclear .Department personnel should follow.

These reporting requirements have been incorporated into PSE&G's ongoing training program.

DPCC requirements shall also be incorporated into the Nuclear Department procedure on Contractor Control (NAP-68). As part of each pre-mobilization meeting conducted between the contractor and PSE&G, the Nuclear Department's DPCC notification procedures shall be reviewed. This review shall be implemented in November and incorporated into the PSE&G's Contractor Control procedure by March 15, 1993.
