DISCHARGE OF HYDRAZINE PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION CASE #92-07-06-0339-00 30-DAY CONFIRMATION REPORT As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the attached report confirming the discharge of approximately 3500 gallons of water containing a concentration of 5.75 mg/l of Hydrazine, (CAS # 302-01-2). The discharge was due to an overflow from the No. 2 Auxiliary Feedwater Storage Tank (AFST) at the Salem Generating station. A portion of this overflow was discharged to the Delaware River through the north yard drain outfall, DSN 487. The discharge, which occurred at the facility on July 6, 1992, occurred during a precipitation event and while the measured concentration of hydrazine in the tank was 5.75 mg/l the measured concentration at the final outfall was 0.02 mg/l.

This discharge was a result of the tank fill valve being left open longer than necessary due 'to operator error. A hose had been placed on the tank vent line in order to route any overflow to a contained area. However, the hose became displaced from the line resulting in the discharge. The hose has been reattached to the vent line. The discharge did not cause any injuries.

The discharge of Hydrazine is regulated under 40 CFR 302.4 with a reportable quantity of one (1) pound. As the discharge did not exceed the reportable quantity, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear

JUSTIFICATION FOR DELAY IN 15 MINUTE NOTIFICATION:

At the time of the spill, hydrazine was not believed to be present in the discharge. When the presence of hydrazine was confirmed by analysis, the spill was immediately reported to the NJDEPE Hotline.

DISCHARGE CONFIRMATION REPORT CASE NO. 92-07-06-0339-00 INFORMATION RELATED TO DISCHARGE OF HYDRAZINE FROM SALEM GENERATING STATION MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Upon discovery of the overflowing tank, Operations personnel immediately closed the fill valve, reattached the diversion hose and called Chemistry personnel so that the overflow could be analyzed. No cleanup of this discharge was warranted due to the breakdown of hydrazine in the presence of oxygen and naturally occurrring organics, both of which were plentiful due to the precipitation event. As a result, no cleanup costs are associated with this discharge.

CORRECTIVE MEASURES:

A design change, DCP # lEC-3123, was completed July 8, 1992 which by design will prevent the addition of hydrazine to both the No.,

1 and No. 2 AFST's in the future. This design change provides a-permanent injection point downstream of the Auxiliary Feedwater Pumps and discharge check valves. The check valves will prevent the addition of hydrazine to the AFST's while hydrazine is being added to the steam Generators.

NUMBER OF SAMPLES: One sample was obtained to to determine if the discharge was reportable. The other samples were obtained to determine the extent and concentration of the release.

The samples were obtained from the tank itself and various yard drain inlets.

FINANCIAL RESPONSIBILITY:

PSE&G satisfies the requirements for self-insurance established by N.J.A.C. 7:1E-4.5(g) and will include appropriate documentation of this in its Discharge Cleanup and Removal (OCR)

Plan as required by N.J.A.C. 7:1E-4.4(a)9.
