PUBLIC SERVICE ELECTRIC AND GAS COMPANY (PSE&G)

SALEM GENERATING STATION (CASE #92-3-4-1347-41)

As per the requirements of N.J.A.C. 7:1E-5.8, PSE&G has prepared the attached report confirming the discharge to the ground of approximately two gallons of fifteen percent sodium hypochlorite from a valve at the Salem service water intake structure. The discharge, which occurred at the above facility on March 4, 1992, occurred entirely within PSE&G property and no injuries resulted.

As the discharge of sodium hypochlorite was below the reportable quantity of one hundred pounds listed in 40 CFR 302.4, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant Events.

PSE&G believes it acted in accordance with the intent of N.J.A.C.

7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and oth~r potentially hazardous substances in any concentration.

As a result of this discharge, PSE&G has conducted an investigation of the incident and has taken measures to prevent similar discharges in the future. *

Site Services personnel immediately placed a 55 gallon drum under the valve to collect any discharge. Approximately two gallons of fifteen percent sodium hypochlorite drained into the drum, but a small quantity did leak to the ground. Based upon the small quantity of the spill and the dissipation of sodium hypochlorite when exposed to air, no removal of soil was deemed necessary. A follow-up inspection of the area by PSE&G and Salem County Department of Health, did not indicate the presence of any residual chlorine. The material collected in the 55 gallon drum was disposed of through a NJPDES-permitted treatment system.

There were no disposal costs for the material since inspections of the area deemed soil removal unnecessary.

CORRECTIVE MEASURES:

To prevent this type of discharge from reoccurring, PSE&G has provided additional instruction to Site Services personnel in the operation of equipment in and around chemical storage areas INDIVIDUAL INVOLVED IN CONTAINMENT/CLEANUP:
