Dear Sirs:

PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION (CASE #92-05-0T-1647-38)

As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the

  • attached report confirming the discharge to the ground of approximately 500 gallons of water containing a hydrazine concentration of 0.03 mg/l. The discharge was due to an overflow of the No. 2 Auxiliary Feedwater Storage Tank (AFST) at the Salem Generating Station. The discharge, which occurred at the facility on May 6, 1992, occurred entirely within PSE&G property and no injuries resulted.

The discharge of hydrazine is regulated under 40 CFR 302.4 with a reportable quantity of one (1) pound. As the discharge did not exceed the reportable quantity, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC) *, as required under 10 CFR 50. 72, Significant Events.

PSE&G believes it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. As a result of this discharge, PSE&G has cleaned the affected area and taken measures to prevent recurrence of this incident.

JUSTIFICATION:

There was a delay in the reporting of this discharge due to a miscommunication between plant personnel.

- CASE #92-05-07-1647-38 MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Upon discovery of the overflowing tank, Operations personnel immediately closed the fill valve and called Chemistry personnel so that the overflow could be analyzed.

The following day a dilute solution of hydrogen peroxide was mixed with the residual liquid which neutralized the remaining hydrazine. Chemical analysis confirmed that the hydrazine concentration was less than the method detection limit (<10 ppb) and the remaining puddles were allowed to evaporate.

The estimated cost for analysis and cleanup of this discharge is estimated .to be $500.

CORRECTIVE MEASURES:

An extension has been added to the overflow line on the tank in an effort to divert any future overflows to a contained area.

The importance of clear communication and timely reporting has been reemphasized to applicable plant personnel.

NUMBER OF SAMPLES: One sample was obtained to to determine if the discharge was reportable. A second sample was obtained to verify that the cleanup was effective.

The samples were obtained from a puddle located on the foundation slab of the tank as this was the most representative location where a sample could be obtained.

FINANCIAL RESPONSIBILITY:

PSE&G satisfies the requirements for self-insurance established by N.J.A.C. 7:1E-4.5(g) and will include appropriate documentation of this in its Discharge Cleanup and Removal (OCR)

Plan as required by N.J.A.C. 1:1E-4.4(a)9.
