PUBLIC SERVICE ELECTRIC AND GAS (PSE&G) COMPANY SALEM GENERATING STATION CASE NO. 92-11-02-1450-21 AND CASE NO. 92-11-08-1117-31 As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared confirmation reports for two separate discharges of lubricating oil to the Delaware River through the Salem circulating water system outfalls, DSNs 484 and 485. The confirmation reports for the November 2 and 8, 1992 discharges are included as Attachment 1 and Attachment 2, respectively. No injuries resulted from these discharges.

As the discharge of oil is not regulated under 40 CFR 302.4, no notification of the release was reported to any agency other than the New* Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant Events.

  • PSE&G, in making this notification, believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. PSE&G has investigated each incident, cleaned up th.'e affected areas, repaired the equipment responsible for the discharge where appropriate and is taking measures to prevent similar discharges in the future.

The discharge occurred through DSN 484 which is one of the six circulating water system outfalls regulated under the facility's New Jersey Pollutant Discharge Elimination System (NJPDES) Permit No.

DISCHARGE CONFIRMATION REPORT CASE No. 92-11-02-1450-21 MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Upon discovery, the discharge was immediately terminated. The residual oil was wiped up with absorbant pads. The pads were then placed into a 55 gallon drum for disposal as hazardous waste. The cleanup and disposal costs associated with this discharge were approximately three hundred and fifty ($350.00) dollars.

CORRECTIVE MEASURES:

Permanent containments will be installed under each of the chain baths to prevent recurrence of this type of incident. These containments will be installed by the Maintenance Department.

Installations are expected to be compl~ted by January 31, 1993.

INDIVIDUAL INVOLVED IN CONTAINMENT/CLEANUP:

Cleanup activities associated with the release of the lubricating oil, consisting of terminating the discharge and cleaning up the residual oil, were conducted by Operations personnel. Site Services personnel were responsible for disposal of the used pads as hazardous waste. These individual(s) are:

DISCHARGE CONFIRMATION REPORT CASE No. 92-11-02-1450-21 TYPE, QUANTITY, LOCATION AND DATE OF SAMPLES:

No samples were collected of this discharge. However, based upon a worst case scenario in which all oil leaked from the bath to the intake bay within one (1) minute, and the oil was dispersed through only one outfall, the estimated concentration of petroleum hydrocarbons in the discharge is 2.68 mg/l. This is below the maximum daily discharge limitation of 15 mg/l imposed by the NJDEPE for similar discharges. Information on this characterization may be obtained from:

DISCHARGE CONFIRMATION REPORT CASE No. 92-11-08-1117-31 MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Upon discovery, the traveling screen was removed from service.

The residual oil was wiped up with absorbant pads. The pads were then placed into a 55 gallon drum for disposal as hazardous waste. The cleanup and disposal costs associated with this discharge were approximately threee hundred and fifty ($350.00) dollars.

  • CORRECTIVE MEASURES:

The Operations Department, responsible for operation and maintenance of the intake structure and equipment, initiated a work order, No. 921108157, to the Maintenance Department to repair the leaking bearing. The Maint~nance Department has repaired the bearing.
