Dear Ms. Kugler:

RETRACTION OF DISCHARGE REPORT - UPDATE PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION CASE NO. 92-11-18-2100-44 On November 18, 1992, PSE&G reported a suspected discharge of hydrazine in the area of an acid/caustic truck unloading station at the Salem Generating Station. This letter serves as a clarification of the information provided in the original retraction of this discharge, submitted on November 24, 1992 (NLR-E92338).

In the November 24, 1992 letter, PSE&G indicated that upon investigation, it was determined that there was no basis for a conclusion that any hydrazine was present in the discharge due to the presence of magnesium in the water sample which exhibited d positive interference in the standard hydrazine analysis. Upon further laboratory investigation, which included additional water samples and spike samples of river water, the initial reports ot a magnesium interference was found to be invalid in the river water matrix. However, this does not alter the fact that no hydrazine was detected in the plant drain system nor the conclusion that this was not a reportable discharge of a regulated substance as defined in NJAC 7:1E.

PSE&G believes and maintains that it acted in accordance with the intent of NJAC 7:1E-5.3 which requires all major facilities to notify NJDEPE of discharges of potentially hazardous substances in any concentration.
