SALEM GENERATING STATION-NJPDES PERMIT NO. NJ0005622 REPORTED DISCHARGE OF LUBRICATING OIL AT SWIS CASE NO. 93-05-04-1501-34 on May 4, 1993, Public Service Electric and Gas (PSE&G) Company reported a suspected discharge of lubricating oil from a traveling screen at the Salem* Generating Station's Service: Water Intake structure ( SWIS} ** The. service water* system:: mixes

  • with the station's circulatincjwater system and discharges to* the* Delaware River under the- terms of NJPDES Permit No. NJ0005622. The:

discharge was reported* to* the NJDEPE Hotline and was: issued: Case No. 93-05-04-1501-34 by Operator 5.. -

The discharge report'. wa.s based upon the discovery of*- a thick

  • tarry substance,. in tbe":service- water strainer serving the No. 14 service water pump.-* rt was initially believed that the tarry substance in. the; strainer was the result of a leak of lubricating oil from the-* 1ir.vel ing screen chain. However,. upon investigation of the No. l('t:.J;~~veling: screen and adjacent areas,* no conclusive evidence of an4~.Qil source* could be identified. The tarry substance in - tl'l*',; strainer is now believed to have been drawn in directly from the Delaware River and not the result of a facility discharge.
  • PSE&G believes and maintains that it acted in accordance with the intent of NJAC 7:14A-3.10 which requires permittees to notify NJDEPE of discharges of hazardous pollutants without a permit.

However, based upon our investigation, no NJPDES permit violation occurred.
