Dear Ms. Kugler:

RETRACTION OF DISCHARGE REPORT PUBLIC SERVICE.ELECTRIC AND GAS (PSE&G) COMPANY SALEM GENERATING STATION CASE NO. 92-12-03,:..2216-29 On December 3, 1992, PSE&G reported a discharge of approximately three hundred and fifty (350) gallons of industrial wastewater containing approximately 0.4 mg/l of hydrazine (CAS No. 302-01-2) and 30 mg/l of ammonia (CAS No. 766-441-7) to a stone covered area. The discharge was assigned Case No. 92-12-03-2216-29 by Operator 23.

Upon investigation of the discharge and review of applicable regulations and NJDEPE guidance (Questions & Answers An Aid to DPCC/DCR Planning) , PSE&G has determined that this discJ;1arge originated from an industrial wastewater treatment system regulated under a NJPDES permit, (NJ0005622). The wastewater was collected and returned to the industrial wastewater treatment system for treatment. It is PSE&G's interpretation of the regulations that as this incident involved industrial wastewater that is regulated under a NJPDES permit, it is*exempt from this reporting requirement.

PSE&G believes and maintains that it acted in accordance with the
