Public Service Electric and Gas Company P.O. Box 236 Hancocks Bridge, New Jersey 08038 Nuclear Department CERTIFIED MAIL RETURN RECEIPT REQUESTED ARTICLE NUMBER: P 708 711 282 Bureau of Discharge Prevention DEC 181992 NLR-E92360 NJ Department of Environmental Protection and Energy 401 East State Street CN-027 Trenton, N.J. 08625-0027 Attention Ms. Shelly Kugler
Dear Ms. Kugler:
RETRACTION OF DISCHARGE REPORT PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION CASE NO. 92-12-06-1536-40 On December 6, 1992, PSE&G reported a discharge of approximately one (1) liter of transformer oil (non-PCB) from the Unit 2 main power transformer to a stone-filled concrete containment~
The discharge was assigned Case No. 92-12-06-1536-40 by Operator 9.
Upon investigation of the discharge and review of applicable regulations, PSE&G has determined that this discharge was to an impermeable surface as defined in NJAC 7:1E-1.6.
All oil was cleaned up immediately and removed prior to any escape into the waters or lands of the State in accordance with the requirements of the definition of "leak". It is PSE&G's interpretation of the regulations that as this incident involved a leak onto a *surfaced area and was cleaned up immediately as provided in NJAC 7:1E-1.6, it is exempt from this reporting requirement.
PSE&G believes and maintains that it acted intent of NJAC 7:1E-5.3 which requires all notify NJPEPE of discharges of potentially in any concentration.
