PUBLIC SERVICE ELECTRIC AND GAS COMPANY (PSE&G)

SALEM GENERATING STATION (CASE #92-5-18-2101-11)

As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the attached report confirming the discharge to the ground of approximately five gallons of diesel-fuel at the No .. 5 well pump temporary diesel fuel tank. The discharge, which occurred at the above facility on May 18, 1992, occurred entirely within PSE&G property and no injuries resulted.

As the discharge of diesel fuel is not regulated under 40 CFR 302.4, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC),

as required under 10 CFR 50.72, Significant Events.

As per NJAC 7:1E-5.8(b) (16), PSE&G requested an extension of 60 days for submission of the Discharge Confirmation Report on June 5, 1992. PSE&G needed this extension to obtain analytical data necessary to classify the excavated soil generated by the discharge.

PSE&G believes it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration.

Temporary Diesel Fuel Storage Tank An Equipment Operator inspected the measuring gauge on a generator and saw that it was only 1/8 full. The operator then began to fill the generator from a temporary diesel fuel tank using a hand pump that was located near the measuring gauge.

DISCHARGE CONFIRMATION REPORT CASE #92-5-18-2101-11 The filling was done by hand pumping several times then checking the measuring gauge. This process was done several times until the measuring gauge indicated 3/4 full. The operator then hand pu~ped the pump several more times, and then checked the measuring gauge. Although the gauge still indicated 3/4 full, the tank had overflowed onto a pump skid. The operator immediately went to the guard house to obtain rags and various absorbent materials. Upon returning to the diesel tank, the operator observed the diesel fuel was leaking onto the ground from the pump skid.

DISCHARGE CONFIRMATION REPORT CASE #92-5-18-2101-11 MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

The PSE&G operator present at the discharge immediately placed absorbent material around the spill to prevent spreading. Upon arrival, Site Services personnel began excavating the soil and gravel around the discharge and placed the material into drums for disposal (a quantity of approximately 10 cubic yards).

Upon review of the analytical results of the excavated soil, the material was disposed of at the Salem County Solid Waste Facility as Type 27, a Dry Industrial Waste. The estimated cost for the cleanup of the area was approximately $1,360.00.

CORRECTIVE MEASURES:

To prevent this type of discharge from recurring, PSE&G has placed the temporary fuel tank and generator into secondary containment. Also, the measuring gauge was taken out of service for repair.

Additionally, a memo was circulated to the general managers and managers on site reiterating the importance of timely spill response and appropriate spill prevention procedures. It was made clear that all personnel are responsible for taking necessary precautions in spill prevention, especially when transferring fuel oil or other hazardous materials.

DISCHARGE CONFIRMATION REPORT CASE #92-5-18-2101-11 TYPE, QUANTITY, LOCATION AND DATE OF SAMPLES:

Representative samples were taken from the ten cubic yards of excavated material by a small scope placed into the soil approximately one foot into the material. Samples were taken from five locations: one from the top of the material and one from each direction, north, south, east, and west. This composite was taken from the soil excavated on May 18, 1992 and sent to AnalytiKEM Inc. to determine if the excavated soil generated by the discharge exhibits any of the hazardous characteristics per N.J.A.C. 7:26-8.9, 8.10, 8.11 and 8.12.

RATIONALE FOR SAMPLING LOCATION:

As discussed above, a composite sample was taken from the excavated material. The location of each sample was equal in both horizontal and vertical stratification. The sample areas were relatively homogenous in physical appearance and anticipated concentration of the contaminant.

FINANCIAL RESPONSIBILITY:

PSE&G satisfies the requirements for self-insurance established by N.J.A.C. 7:1E-4.5(g) and will include appropriate documentation of this in its Discharge Cleanup and Removal Plan (OCR) as required by N.J.A.C. 7:1E-4.4(a) 9.
