Re: Joseph M. Farley Nuclear Plant Units No. 1 and No. 2 Docket Nos. 50-348 and 50-364 Enclosed are attachments which detail reasons for delays on imple-menting 10CFR73.55 requirements and compensatory measures which supercede those contained in my letter dated February 20, 1979. These compensatory measures have been discussed with NRR staff and are considered as changes to the security plan made under 10CFR50.54(p) which do not decrease the effectiveness of the plan. The compensatory measures described in the attachnent constitute the report required by 10CFR50.54(p).

Also a report of changes made to the security plan referenced in Amendment 9 to our operating license is being submitte.1 in accordance with 10CFR50. 54 (p) . These changes do not decrease the effectiveness of our security plan and are being made to bring the plan into agreement with present company policy and procedures.

We request that this information be maintained as proprietary and withheld from public disclosure pursuant to section 9.5(a)(4) 10CFR Part 9 and section 2.790 of 10CFR Part 2, since it contains information pertaining to the Farley Plant Security.
