This is in response to your letter of November 3, 1971, requesting the comments of the Federal Power Commission on the statement filed by the Florida Power Corporation regarding whether the construction permit for Crystal River Unit No. 3 should be suspended, in whole or in part, pending completion of the required on-going NEPA review.
The enclosed staff report prepared by the Commission's Bureau of Power evaluates the effect of delay in facility construction upon the power needs to be served by the facility; the availability of replacement power from others, if any, and the costs of such replacement power.
The report illustrates the need for the Crystal River Unit No. 3 to provide an additional 825 megawatts of capacity for meeting loads in the 1973-74 winter and the 1974 summer peak load periods on the Applicant's system and the Florida Group of the Southeastern Electric Reliability Council (SERC).
