The Honorable Jones R. Mann 1214 Langworth Howse Office Bldc.

Washingt on, D.C. 20515 Attm: Nikki Desr Representative Manns This will confirm our telephone converastion of April 15th on " Fuel Adjust-se=t Charges" that have been passed along to unresponsive coussmers with the approval and cooperation of the Federal Power Commission.

The weeting of Cooperative Members wa s held as advised. I really regret tha yen were acable to attend. The consensus of opinion concerning appointive f ederal offices and their responsibilities or lack of it would have been aca enlightening. You would have been gratified at remarks concerning the com-duct of your pa rticular office.

I an sending you a copy of a letter received today from Bread River Electrie Cooperative in which they have listed the neveral docket numbers of fornal interventions dating back to 1970. Apparent 1) no hearing has been granted by these wbe have been petitioned.

The appointed couxissioners may have just cause for their actions but they a ppear most unresponsive, antacratic and dernstic to the people of this area by denying them the right to petition by negation.

Your supporters iil South Carolina are hoping that you will luprove year excellent position by spear-heading a drive to elininste this fuel adjust- ~

neat item that they regard as most unfair and unjustified. S l

Yours truly, l

During the discus sion, it wa s pointed out that certain formal interven'.102 in varisma rate increases by Duke Power Company had been made by Electric 1' of North Carolins, Piedmont Municipal Power Systems, North Carolian Electr Maabership Cosporation and Saluda River Electric Cooperativo dating back t Angasi 19, 1970 and that to date, t'aese interventions had not been set tled.

The dockets include the followim: F.P.C. Docket Nos . E-7557; E-7720; E-799-and A.E.C. Docket Nos. 50-269A; 20-270A; 50-413A and 50-414A; ##50-287A.

yst will note, these are interventions both with the Federal Power Commiss (F.?.C.) and the Atomic Energy Commission (A.E.C.) .

Recently, Broad River Electric with the other interveacrs appointed the firm of Crisp, Bolci, Smith and Clifton of Raleigh, North Carolina as our resresentative and gave them certain authorities to negotiate a settlemen t of these cases om our behalf. Te date, we still ha ve me reply.
