Request for Permanent Exemption for Chester County, Pennsylvania, from the Requirement for Full-Participation in Exercises Involving the Peach Bottom Atomic Power Station Attached is a request from the Pennsylvania Emergency Management Agency (PEMA) that Chester County be exempted from full-participation in joint exercises involving the Peach Bottom Atomic Power Station provided the County fully participates. in all joint exercises involving the Limerick Generating Station.

Also attached is a memorandum from the Federal Emergency Management Agency's Region III Office in support of PEMA's request.

There is one Chester County municipality within the 10-mile EPZ for Peach Bottom, while there are 15 Chester County municipalities within the 10-mile EPZ for Limerick. PEMA's exemption request commits Chester County to the level of participation in Peach Bottom exercises necessary to permit full participation by the one municipality, West Nottingham Township, in the Peach Bottom 10-mile EPZ.

FEMA supports an exemption for Chester County from the requirement under 10 CFR 50, Appendix E, of the Nuclear Regulatory Commission rule in the event such an exemption is requested by the utility.

Dear Mr. Asher:

The Pennsylvania Emergency Management Agency (PEMA) respectfully requests that Chester County be permitted to fully participate in the April 3,

1986 exercise involving the Limerick Generating Station, and all subsequent exercises with that facility.

Further, it is requested that Chester County partially participate in the October 16, 1986 exercise involving the Peach Bottom Atomic Power Station, and all subsequent exercises with that facility.

This partial participation would include transmitting messages back and forth to the single municipality involved, sounding the sirens, activating the EBS, and performing any other vital and necessary functions.

It is our belief that such an arrangement will assure that the best interests of the citizens of Chester County, as well as all other interested parties, will be best served without slighting anyone.

Further, such an arrangement will not unnecessarily burden the Chester County Emergency Management Agency.
