Request for Exemption from Annual Radiological Emergency Preparedness Exercise for the Oconee Nuclear Power Facility The Oconee Nuclear Power Facility is scheduled for an annual joint radiological emergency preparedness exercise on June 18, 1984. Attached is a letter dated March 21, 1984, from the State of South Carolina advising the Federal Emergency Management Agency (FEMA) Region IV of South Carolina's decision not to participate in an Oconee exercise in calendar year 1984.

Also attached is a memorandum from FEMA Region IV dated April 4,1984, concurring with the State's request.

The last partial participation exercise at Oconee was held April 6,1983.

The results of this exercise did not necessitate any requirement for a remedial exercise. Deficiencies identified have been corrected or are scheduled to be corrected. The State of South Carolina has participated in another full-participation exercise, which makes the State of South Carolina eligible to go to a biennial frequency. Therefore, in accordance with 44 CFR 350.9, the State of South Carolina. and Oconee and Pickens Counties are not required to participate in the June 18, 1984, exercise scheduled for Oconee.

We have advised FEMA Region IV that since the State of South Carolina and the local governments within the 10-mile Emergency Planning Zone for the Oconee Nuclear Facility are eligible to go to a biennial exercise frequency in accordance with 44 CFR 350.9, they are excused from participation in the annual exercise scheduled for June 18, 1984. We would, therefore, support an NRC exemption from the 10 CFR 50, Appendix E, Section IV.F.1., annual exercise requirement for State and local governments in this instance, in the event such an exemption is requested by the utility.

State of South Carolina Exercising Its Option to Cancel Scheduled 1984 Exercises at Oconee Nuclear Station and at the Robinson Nuclear Plant Attached is a letter from the South Carolina Emergency Preparedness Division requesting cancellation of the Oconee Station exercise scheduled for June 18, 1984, and the Plant Robinson exercise sched-uled.for August 21, 1984, under the provisions of 44 CFR 350.9.

This office concurs with this request.

In the near future two nuclear power production facilities in South Carolina are scheduled for their annual emergency response exercises:

Oconee Station--18 June 1984 Robinson Plant--21 August 1984 We respectfully request that full scale participation by affected local governments and substantial participation by the state not be required for these exercises.

Federal Regulations 44CFR350.9 grant exclusion to local governments that have participated in a full scale exercise within one year of the effective date of the regulations (effective date 28 October 1983). Each affected local govern-ment participated in a full scale exercise on one of the dates shown below:
