Dear Mr. Pagano:

This is in response to your letter to Mr. Gary Johnson requesting comments on the draf t public information brochure for Catawba Nuclear Power Station. We regret the delay in our response. Our comments are below.

(1) There seems to be too much emphasis on corporate informatio.' ar.d "welcome letters" at the beginning of the brochure. It is a generally accepted fact that most readers of this type of literature (regardless of where it originates) pay close attention for only the first 90 seconds of the message. Thus, the reader of emergency public information must be struck immediately with how important this booklet is. A batter approach for the Catsubs brochure would be the placement of the actual emergency instructions in the beginning with the more general, " nuclear operations" information at the end.

(2) In the section "If You Are Ordered To Evacuate" on p. 10, there should be more emphasis on going to the reception center to be checked for possible radiation contamination.

(3) In the section "What If I Don't Have Transportation?" on p. 11, people should be urged to call now if they don't have transportation. At the time of an emergency, the telephone numbers of the emergency agencies would most likely be overwhelmed with calls.

(4) In the section "What If My Children Are In School?" on p. 11, a better format might make it easier for parents to locate the specific school emergency information. For example, it would be useful to have one or two fill-in-the-blanks sections right below these instructions, with entries such as " child's name. . .," " school. . ." and " pick-up point. . . .

A separate listing of schools and their associated reception centers would also be good. These techniques have proven helpful in other brochures.

(5) In the section "We Want You To Be Prepared" at the very beginning of the brochure, it should be mentioned that the brochure is not only for people who live within 10 miles of the Catawba Nuclear Power Station, but also those who just work there, but live elsewhere.

-(6) In the. section "If You Are Ordered To Evacuate" on p.- 10, an additional instruction could be added.- Residents should be advised to leave a towel or white cloth on the door to indicate that they have left. This will facilitate the task of emergency workers who verify that areas are. evacuated.

.public education /information brochures to be an iterative process. Their content may change from time to time as exercises, plan reviews or public meetings demonstrate the need for more information or~ greater emphasis on some aspect of offsite emergency preparedness:at a particular site.
