F10M: a Assistant Associate Director Office of Natural and Technological Hazards Prograns SUBJECf: Exercise Report for the October 9, 1985, Exercise of the Offsite Radiological Emergency Preparedness Plans for the McGuire Nuclear Power Plant Attached is one copy of the Exercise Report for the October 9, 1985, partial participation joint exercise of the offsite radiological emergency preparedness plans for the McOJire Nuclear Power Plant. W e plant is located approximately 17 milea northwest of Charlotte, North Carolina.

I he exercise report, dated December 10, 1985, was prepared by Region IV of the Federal Emergency Management Agency (FEMA) and includes the comments resulting from the Regional Assistance Cmmittee review.

We State of North Carolina, and Catawba, Gaston, Iredell, Lincoln, and Mecklenburg Counties, which are located in the plume emergency planning zone (EPZ), participated in the exercise. In accord with the exercise plan, the State of North Carolina participation was minimal, while the participation by the counties was extensive.

Rere were no deficiencies observed at the exercise. Were were inadequacies identified which require corrective actions. Were were also several areas reconmended for inprovement. R ese are discussed in Section II entitled, " Detailed Discussion." Additional equipment, training, and coordination meetings among the various response agencies were reconmended to acconplish these improvements and thereby enhance the emergency response capability of the involved governnents and agencies. Attached is the response by the State of North Caroliru to the exercise report and their schedule of corrective actions dated January 16, 1986. h e Region will assurn completion by the State of the necessary corrective actions.

He inadequacies identified did not detract frca the overall capability denonstrated by the State of North Carolina, and Catawba, Gaston, Iredell, Lincoln, and Mecklenburg Counties to protect the health and safety of the public in the event of a radiological emergency. Based on the results of the October 9,1985, exercise, FEMA considers that offsite radiological emergency preparedness is adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public living in the vicinity of the site in the event of a radiological emergency. Werefore, the original 44 CPR 350 approval dated June 4, 1981, for the McGuire Nuclear Power Plant will remain in effect.

Schedule of corrective actions for those inadequacies on page 16 of the exer-cise report are detailed below:

Mecklenburg County E.6., Notification Methods A Public Infonnation Workshop in and Procedures coordination with Duke Power will be held on February 3,1986 for all PIO's and County Coordinators scheduled to pcrticipcte in the upcoming February 20, 1986 Catawba Nuclear Power Station Exercise.

During this parti-cular workshop, the completeness of essential infonnation to the public vis the EBS network will be stressed in addition to EBS coordination and activation. He has also agreed to act as a participant in the Catawba Exercise

with emphasis on observing EBS coordin-
ation and procedures.

The 1986 McGuire Plan update is sched-l uled to include data which will define
