CATEGORY 1 DISCREPANCIES NRC Concern

a. Control Room Noise - Noise measurements taken at 3 locations throughout the control room ranged from a low of 66 dB(A) to a high of 76.5dB(A).

Response

The background noise originates from the air conditioning ducts located in the control room ceiling. Alabama Power Company will relocate the volume control diffusers and rebalance the flow rates throughout the system before exceeding 5% power. This relocation and rebalancing should reduce the background noise to an acceptable level. Alabama Power Company will perform a confirmatory sound survey to verify that the noise level is at an acceptable level before exceeding 5% power.

b. Annunciator Prioritization - With the exception of the first out, annunciators lack prioritization by color.

c. Annunciator Alarms - Alarms levels are barely audible above ambient noise levels.

- Response Alacan. Power Company will increase the main control board, balance of plant and emergency power board annunciator alarm levels to 6-8 dba above the ambient noise level prior to initial criticality. Reduction of the background noise will result in more audible alarm levels.

4. Accidental Actuation - Switches (GEMCO) near the edge of the console are subject to accidental actuation.

j. Tolerance Ranges - No normal or out of tolerance ranges are indicated on meters.

k. Emergency Diesel Generator - There are no provisions for lamp test on diesel generator status lights; also, they are poorly illuminated.

Asponse Alabama Power Company will develop a program for lamp tcsting the diesel generator status lights before initial criticality.

CATEGORY 2 DISCREPANCIES

a. Labeling - Stean, generator indications are labeled A/B/C, while controls are labeled 1/2/3 (level and flow).

- Steam generator level selector switches used for selecting protection

- channel or control channel, do not correlate to level instrumentation.

- SGFP turbine oil temperature (A & B) recorders have Unit I labels.

Labeling on the emergency diesel generator panel is not of the same quality as on the main console.

Response

Alabama Power Company will utilize consistent labeling for steam generator indication / controls.

The selector switches used for selecting protection or control channels

  • will be relabeled to correlate to the level instrumentation. The SGFP turbine oil temperature recorders will be relabeled as Unit 2 recorders.

The emergency power board wi:1 be relabeled (white background with black lettering). The above labeling will be completed before fuel load.

A lighting survey of the Unit 2 control room was conducted by Southern Company Services' Electrical Design Department. The results of the main control room survey are as follows:

6. There is no glare on the main control room meters. Alabama Power Company will ensure before fuel load there is 30 footcandles in the l area where the lighting was below the NRC recommended level. The l following will be cc:npleted prior to fuel load to enhance the main control room lighting,

Scale indications utilized at Farley Nuclear Plant are industry standards.

The addition of normal, alert and alarm ranges for significant meters will enhance the operator's ability to detemine meter indications.

a. Switch color plate for the 4160V and 500KV systems are mixed up.
