Dear Mr. Knighton:

Subsection 7.2.17 of the PVNGS Emergency Plan discusses the Federal Tele-communication System (FTS) at PVNGS. This system was to be installed and operational prior to fuel load of Unit 1.

During recent discussions between Gary Clyde of my staff and Levyn Ivey of the NRC Region V Office, we were informed that the FTS would not be installed at PVNGS. Instead, a Health Physics Network (HPN) will be installed for the transmittal of radiological information from PVNGS to NRC personnel at the Bethesda and Walnut Creek Offices. During discussions with Roy Zimmerman, Senior NRC Resident Inspector, we determined that the FTS telephone has been removed from the NRC Resident Inspector's Office and replaced by the HPN telephone.

We are presently awaiting guidance from the NRC Region V Office regarding requirements and a schedule for installation of the HPN telephones on site.

During the interim period prior to installation of the HPN, commercial tele-phone lines will be utilized to fulfill the HPN function.

The PVNGS Emergency Plan will be updated in a future revision to reflect the elimination of the FTS from, and the incorporation of the HPN into, the emergency communication system at PVNGS.
