OF PUBLIC MEETINGS CONDUCTED TO DISCUSS THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT RELATED TO THE REVIEW OF PALO VERDE NUCLEAR GENERA TI NG STATION LICENSE RENEWAL APPLICATION On Wednesday, September 15,2010, members of the U.S. Nuclear Regulatory Commission (NRC) staff held public meetings in Tonopah and Avondale, Arizona, concerning the staff's environmental review of the application submitted by Arizona Public Service Company (APS) for renewal of the Palo Verde Nuclear Generating Station (PVNGS) operating licenses.

The purpose of the meeting was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS) which was issued in August 2010. The afternoon public meeting was held at the Saddle Mountain Unified School District Offices at 38201 W. Indian School Road, Tonopah, Arizona and the evening public meeting was held at Estrella Mountain Community College at 3000 North Dysart Road, Avondale, Arizona. Formal presentations were made by the NRC staff. The DSEIS is a plant-specific supplement for PVNGS to the "Generic Environmental Impact Statement for License Renewal of Nuclear Plants" (NUREG-1437).

The NRC staff described the overall license renewal process and the preliminary results of their analyses.

The environmental impacts of continued operation were predicted to be small in all areas. The impacts of alternatives (including the no-action alternative) were predicted to have impacts in at least some environmental aspects that could reach moderate or large significance.

After the formal presentations were given by the NRC staff, members of the public were invited to provide comments.

Approximately 30 people attended each of the two sessions.

Attendees included members of the public and representatives of the NRC, APS, the Salt River Project, the Arizona Investment Council, the Buckeye Valley Chamber of Commerce, and the Southwest Valley Chamber of Commerce.

In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted open houses for one hour before each meeting and encouraged the public to submit meeting feedback forms. The staff provided brochures and met with members of the public to answer questions about the proposed renewal of the PVNGS operating licenses.
