SUMMARY

OF JULY 11, 2019, TELECONFERENCE WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY PLAN FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2019-LRM-0043)

On July 11, 2019, a Category 1 public meeting was held by teleconference between the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Arizona Public Service Company (APS, the licensee). The purpose of the meeting was to discuss APS's proposed license amendment request (LAR) to revise the licensees minimum emergency response organization (ERO) on-shift and augmentation staffing for Palo Verde Nuclear Generating Station, Units 1, 2, and 3. The meeting notice and agenda, dated June 27, 2019, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19178A198. A list of attendees is provided in the Enclosure.

The licensee provided meeting slides, on the planned LAR, which are available in ADAMS at Accession No. ML19192A097. The licensee provided an overview of the submittal, including the basis documents for the change and the critical elements of the LAR. The licensee stated that it is tentatively planning to submit the LAR in the third quarter of 2019.

The NRC staff queried the licensee throughout the presentation to obtain a comprehensive understanding of the proposed ERO changes and ensure the licensee was familiar with the alternate guidance contained in an NRC letter to the Nuclear Energy Institute, Alternative Guidance for Licensee Emergency Response Organizations, dated June 12, 2018 (ADAMS Accession No. ML18022A352) and Regulatory Issue Summary (RIS) 2016-10, License Amendment Requests for Changes to Emergency Response Organization Staffing and Augmentation, dated August 5, 2016 (ADAMS Accession No. ML16124A002). Specifically, the licensee discussed using auxiliary operators onsite to allow for additional efforts to support operations and maintenance critical activities during the 120-minute augmentation time. The NRC staff stated that these auxiliary operators should be qualified to perform maintenance and repair (e.g., electricians, mechanics, etc.), and that submittal should provide documentation supporting this qualification assertion or provide justification to the contrary.

The licensee stated that it had communicated with the State of Arizona regarding the proposed LAR. The NRC staff emphasized the importance of including a reference or statement regarding these communications with the State and federal agencies in the submittal.

This meeting was open to members of the public. No members of the public participated in the meeting.
