OF MAY 29, 2013, CONFERENCE CALL PUBLIC MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS DRAFT REQUEST FOR INFORMATION RELATING TO THE LICENSE AMENDMENT REQUEST TO ELIMINATE THE TERM CORE ALTERATIONS THROUGHOUT THE TECHNICAL SPECIFICATIONS (TAC NOS. ME8160, ME8161, AND ME8162)

On May 29, 2013, a conference call public meeting was held between the U.S. Nuclear Regulatory Commission (NRC). and representatives of Arizona Public Service Company (APS.

the licensee), at NRC Headquarters in Rockville, Maryland. The meeting notice and agenda, dated May 8, 2013, is located in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML13127A243. The purpose of the meeting was to discuss the NRC staff's March 13, 2013, draft request for additional information (RAI) (ADAMS Accession No. ML13072A182) relating to the license amendment request that APS submitted on March 8, 2012 (ADAMS Accession No. ML12076A045), to the NRC for the elimination of the CORE ALTERATIONS throughout the Technical Specifications (TS) for Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (PVNGS).

Meeting Summary The discussion was based on RAI Nos. 3 and 4 of the draft RAI sent by email dated March 13, 2013. As stated in the application dated March 8, 2012, CORE ALTERATIONS are applicable in Mode 6. One of the accident scenarios considered in Mode 6 is the fuel handling accident (FHA). The licensee explained the distinction between an FHA and a heavy load lift. The licensee explained that the term CORE ALTERATIONS as defined in the PVNGS TS applied to the "movement or manipulation of any fuel, sources, or reactivity control components [excluding control element assemblies (CEAs) withdrawn into the upper guide structure], within the reactor vessel with the vessel head removed and fuel in the vesseL" The licensee further clarified that once the CEAs are withdrawn into the upper guide structure, the further movement of CEAs within the vessel head are not considered CORE ALTERATIONS. Those lifts are consistent with NUREG-0612, "Control of Heavy Loads at Nuclear Power Plants," July 1980 (ADAMS Accession No. ML070250180), and covered under the PVNGS heavy loads program.

The public telephone conference concluded with discussion of the submittal date for the RAI responses. The licensee agreed to submit the responses by July 18, 2013.
