SUMMARY

OF JULY 11, 2013, PRE-LICENSING MEETING WITH ARIZONA PUBLIC SERVICE COMPANY FOR A PROPOSED LICENSE AMENDMENT REQUEST REGARDING THE STARUP TEST ACTIVITY REDUCTION PROGRAM (TAC NOS. MF1932, MF1933, AND MF1934)

On July 11, 2013, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Arizona Public Service Company (APS, licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting notice and agenda dated June 13, 2013, is publicly available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML13156A232. The purpose of the meeting was to discuss the licensee's planned submittal of an amendment request for Palo Verde Nuclear Generating Station, Units 1, 2, and 3, regarding implementation of the Startup Test Activity Reduction (STAR) Program and replacement of the 2/3 cycle Moderator Temperature Coefficient (MTC) measurement. The amendment would revise Technical Specification 3.1.4, "Moderator Temperature Coefficient (MTC)," to allow use of an alternate beginning of cycle hot zero power MTC surveillance method and to allow replacement of the 2/3 cycle at power MTC measurement, as specified in Surveillance Requirement (SR) 3.1.4.1 and SR 3.1.4.2, respectively.

The licensee presented information on the background and content of the proposed request (see ADAMS Accession No. ML13197A095). The licensee described its proposed methodology for replacement of the Control Element Assembly (CEA) worth measurements and alternate MTC verification, as well as the proposed technical justification to replace the 2/3 cycle MTC measurement with alternate verification as referenced in Technical Specification Task Force (TSTF) traveler 406.

The NRC staff queried the licensee about several aspects of the proposed changes and provided comments for consideration by the licensee in developing its submittal. Specifically, the NRC staff noted that details regarding the replacement of the CEA worth measurements, alternate MTC verification and surveillance, and specific deviations from Westinghouse Electric Company LLC's topical report WCAP-16011-P-A, "Startup Test Activity Reduction Program" would aid in the technical review of the licensee's proposed license amendment request. APS staff acknowledged the NRC staff's questions and comments and stated that they would be considered as the licensee continues to prepare its submittal. No regulatory decisions were made at the meeting.

The licensee tentatively plans to submit the proposed licensing amendment request in November 2013, and is requesting NRC approval in November 2014 to support the spring 2015 outage.
