SUBJECT:
DEFERRAL OF BASELINE INSPECTION ACTIVITIES Region IV plans to defer two required inspection activities from 2013 into the first quarter of 2014. The region will satisfy Baseline Inspection Program Completion criteria of Inspection Manual Chapter (IMC) 2515 for the 2013 inspection cycle.
Due to the lapse in agency funding, two component design basis inspections (CDBIs) could not begin as scheduled. As a result, these triennial inspections will not be complete by the end of the 2011-2013 triennial inspection cycle. In accordance with IMC 2515 requirements, Region IV will complete these inspections during the first quarter of Calendar Year 2014:
Both South Texas Project and Palo Verde are in the licensee response column of the action matrix. Completion of the two CDBIs will be tracked by the regions Technical Support Branch.
They will count for the 2011-2013 triennial cycle only; an additional CDBI will be scheduled for each site during the 2014-2016 triennial cycle.
This plan meets the requirements of IMC 2515 § 08.06 for deferral of baseline inspections.
Completion of these inspections as rescheduled will result in baseline inspection program completion as defined by IMC 2515 § 04.07. This memorandum satisfies the notification requirement of IMC 2515 § 08.06.e.
