OF TELEPHONE CONFERENCE CALL HELD ON APRIL 12, 2010, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ARIZONA PUBLIC SERVICE COMPANY, CONCERNING THE PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (the staff) and representatives of Arizona Public Service Company (the applicant) held a telephone conference call on April 12, 2010, to discuss and clarify the staffs follow-up draft request for additional information (RAI). This follow-up draft RAI questioned the applicants April 1, 2010, response to an RAI dated December 29, 2009, concerning the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs draft RAI. provides a listing of the participants and Enclosure 2 contains a listing of the draft RAI discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this summary.

DRAFT REQUEST FOR ADDITIONAL INFORMATION PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 LICENSE RENEWAL APPLICATION APRIL 12, 2010 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Arizona Public Service Company (APS or the applicant) held a telephone conference call on April 12, 2010, to discuss and clarify the following draft request for additional information (RAI) concerning the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, license renewal application.

DRAFT Follow-Up RAI B2.1.32-1

Background

By letter dated April 1, 2010, the applicant supplemented its response to RAI B2.1.32-1 regarding the Structures Monitoring Program inspection interval.

Issue In the supplement, the applicant enhanced the Structures Monitoring Program to inspect structures within the scope of license renewal at intervals not to exceed 10 years. The spray pond inspections and settlement monitoring surveillances both remained at five years. The applicant did not include structures exposed to a natural environment or structures inside primary containment within the five year inspection interval as suggested in ACI 349.3R. The supplement included a brief explanation of why the applicant believed a ten year inspection frequency was adequate for structures exposed to a natural environment; however, the explanation did not consider environmental factors and no discussion was provided for structures inside primary containment.

Request Align the Structures Monitoring Program inspection interval with the guidance in ACI 349.3R, or provide a detailed technical justification for a longer inspection interval for structures inside primary containment or exposed to a natural environment. An adequate explanation needs to address all environmental factors to which a structure may be exposed, as well as relevant operating experience (e.g. humidity, high winds, temperature fluctuations, cracking, spalling, etc.).

Discussion: Following discussion with APS staff, NRC staff agreed to allow the applicant to provide an additional supplemental response to RAI B2.1.32-1 addressing the above concern.

DRAFT Follow-Up RAI B2.1.32-1 will not be sent as a formal RAI.
