SUMMARY

OF MAY 30,2013, CONFERENCE CALL PUBLIC MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS DRAFT REQUEST FOR INFORMATION RELATING TO THE OVERALL INTEGRATED PLAN IN RESPONSE TO NRC ORDER NUMBER EA-12-049 (TAC NOS. MF0829, MF0830, AND MF0831)

On May 30, 2013, a conference call public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Arizona Public Service Company (APS, the licensee), at NRC Headquarters, Rockville, Maryland. The meeting notice and agenda, dated May 17, 2013, is located in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML13135A370. The purpose of the meeting was to discuss the NRC staff's draft request for additional information (RAI) relating to the February 28, 2013, submittal by APS of the Overall Integrated Plan for Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (PVNGS) (ADAMS Accession No. ML13136A022), in response to NRC Order EA-12-049, "Order Modifying Licenses with regard to Requirements for Mitigation Strategies for Beyond-Design-Basis External Events (Effective Immediately)," dated March 12,2012 (ADAMS Accession No. ML12056A045).

A list of meeting attendees is provided in the Enclosure to this meeting summary.

Meeting Summary The meeting focused on clarifying the draft RAls to promote common understanding of the questions. RAI Nos. 3, 5, 6, 8, 9, 11, 12, 14, 16, 19,20,21, 22, 32, 33, 34, 35, 36, 37, 38, 39, 42,43, and 44 were discussed. The licensee noted that RAI Nos. 6(c), 9, 33(d), 34, 35, 36, 37, and 38 are generic concerns that the industry plans to generate white papers and schedule future meetings with the NRC staff to resolve. The licensee stated that a similar explanation would be provided in its RAI response regarding these generic concerns. The licensee also noted that there was a typographical error in the submittal. Page 24 of the submittal dated February 28, 2013, states, "Without ventilation, the [turbine driven auxiliary feedwater pump]

TDAFWP room temperature will exceed 130°F within four (4) hours." The licensee plans to submit a revised page to the integrated plan to state that the TDAFWP room temperature will not exceed 130°F. This will also directly affect the response to RAI No. 22.

The NRC staff noted that another public meeting will be held via telephone call on June 6, 2013, to discuss the draft RAls. This meeting will focus on RAI Nos. 2,17,18,20, and 23-31.
