SUMMARY

OF DECEMBER 6, 2006, PUBLIC MEETING WITH VEPCO, ON ITSPLAN TO SUBMIT A LICENSE AMENDMENT APPLICATION FOR CHILLED WATER PIPING REPLACEMENT (TAC NOS. MD2501 AND MD2502)On December 6, 2006, a Category 1 public meeting was held between the Nuclear RegulatoryCommission (NRC) and representatives of VEPCO at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss VEPCO's plans to submit for NRC staff approval a chilled water piping replacement in the main control room (MCR) and the emergency switchgear room (ESGR) air-conditioning system with four 45-day allowable outage time (AOT) entries over a 24-month period. A list of attendees is provided as Enclosure 1. VEPCO presented its purpose and plans to replace chilled water piping in the MCR and theESGR air-conditioning system with four 45-day AOT entries over a 24-month period. The concluding remarks provided by VEPCO discussed the chilled water piping replacement, fourtemporary 45-day AOT entries without shutting both units and the associated Technical Specification (TS) changes supported by risk analysis, operational restrictions and compensatory actions that will be in place during chilled water piping replacement, and a quick turnaround of the license amendment approval from NRC. During discussion, the NRC staff had concerns regarding TS changes and risk analysis. The licensee's presentation handout is listed as Enclosure 2 and is available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML063470432.The licensee plans to submit the license amendment application for NRC staff review by theend of December 2006. For this submittal date, the NRC stated that its review can be expedited if additional information requests are not required, and if all NRC concerns have been addressed satisfactorily before submitting the application. The normal NRC target date for issuing its approval after reviewing the license amendment is 1 year from the date of the application.CONTACT: Siva P.
