SUMMARY

OF THE OCTOBER 11, 2007, PUBLIC MEETING WITH DOMINION NUCLEAR REGARDING CHEMICAL TESTING METHODS RELATED TO GSI-191 On October 11, 2007, the U.S. Nuclear Regulatory Commission (NRC) staff participated in a public meeting (announcement available in the Agencywide Documents Access and Management System (ADAMS) under accession number ML072690015) with Dominion Nuclear, et al., representing North Anna, Surry (Virginia Electric Power Co. (Dominion)),

Millstone (Dominion Nuclear Connecticut), and their vendor, Atomic Energy of Canada Limited (AECL), to discuss methods for testing of chemical effects expected during recirculation as identified in GSI-191, Generic Safety Issue (GSI), GSI-191, Assessment of Debris Accumulation On PWR [Pressurized Water Reactor] Sump Performance. The meeting took place at the NRC headquarters in Rockville, Maryland.

After introductory comments from Richard Jervey, and Michael Scott of the NRC followed by Kerry Basehore of Dominion, the presentation was started. Dave Guzonas of AECL presented the slides/handout describing proposed methods of testing to resolve concerns regarding chemical effects assumptions as pertain to Millstone, Surry and North Anna. In summary, the basis for the Dominion-AECL proposed testing methods were discussed, leading to questions by NRC staff regarding the adequacy of benchtop testing for precipitates.

The question of the need to perform pump head loss testing following the results of the precipitate testing was discussed. The NRC staff identified that there would be considerable interest and concern if head loss testing was not performed.

This business was concluded and the public was asked for comments or input. There were no comments.

An additional item was brought up by Dominion at this time, in relation to the GSI-191 sump modifications planned to be installed during the upcoming Surry Unit 1 outage. This was apparently an emergent concern identified on October 10, 2007, and thus not identified beforehand.

The Dominion staff asked for input regarding possible license actions needed to address a potential limitation of the Surry Units 1 and 2 modified sump design as presently modeled in the Dominion Topical Report, DOM-NAF-3, Rev 0.0, dated September 2006. In one pipe-break scenario, the dynamic effects inside the strainer led to steam flashing and reduced pump suction head. Due to assumptions made in the GOTHIC code the energy released by the core in the event is assumed to be transferred 100% to the sump, which in the Surry Units 1 and 2 model is not considered realistic, and thus the analysis provides overly conservative results leading to the postulated suction head loss. The question posed by Dominion was if the appropriate approach to resolution was with a change to the topical report, or the consideration of a license amendment to address the use of the topical report and its role in the license basis for the Surry Units 1 and 2. Although the issue was briefly discussed, the NRC staff limited comments to the use of a license amendment process versus a change to the topical report as practical measures to address the issue. The Dominion representatives left the discussion stating that they would contact NRC staff to address the issue as soon as they could plan for the best approach to resolution.

The public was asked for comments at this time. There were no comments and the meeting was adjourned.
